“6+3” industrial clusters

Pingshan District has unveiled guidelines for developing its “6+3” industrial clusters: six industrial sectors with international competitiveness (intelligent connected vehicles, semiconductors and integrated circuits, high-end medical devices, biomedicine, new energy, and intelligent terminals), and three industrial clusters with potential (cell and gene, low-altitude economy and aerospace, and culture, sports and tourism).

The “6+3” industrial clusters represent the direction of the new generation of industrial revolutions, playing a significant guiding role in the overall development of the economy and society, as well as the national strategic layout. Last year, the GDP of Pingshan District reached 132.99 billion yuan, an 18% increase year-on-year, further enhancing its importance in the industrial landscape of Shenzhen. Future plans for high-quality development will focus on the new circumstances and characteristics of strategic emerging industries, particularly targeting the strategic layouts of industries globally and nationally.

The "6+3" industrial clusters are driven by cutting-edge technologies and breakthroughs, characterized by prominent trends in digitalization, information, and high-end manufacturing. They also exhibit significant cross-disciplinary features. Pingshan will continuously enhance its innovation ecosystem, which includes "basic research + technological breakthroughs + commercialization + technological finance + talent support," providing favorable conditions and an environment for corporate technological innovation and commercialization.

From the market perspective, the "6+3" industrial clusters have industrial foundations and advantages, further concentrating on industries with potential. Pingshan will seek market-oriented development for continuous industrial cultivation and growth.

Pingshan attaches great importance to the integration and innovative development of industrial clusters and strategic emerging industries. Adapting to local conditions, Pingshan drives productivity upgrades through technological innovation, achieving mutual enhancement between industry and technology.

The intelligent connected vehicle industry focuses on the research, development and manufacturing of vehicles, covering electric motors, batteries, electronic control systems, and perception and decision-making systems. The district aims to achieve an output value of 400 billion yuan by 2025 and 600 billion yuan by 2030, creating a core area in Shenzhen's plan to develop into a new-generation world-class automotive city.

The semiconductor and integrated circuit industry concentrates on chip manufacturing, packaging and testing, design, and high-end semiconductor and pan-semiconductor equipment. Pingshan's semiconductor and IC industry aims to achieve an output value of 30 billion yuan by 2025 and 100 billion yuan by 2030, making Pingshan a "GBA chip town" with international influence.

The high-end medical device industry focuses on in vitro diagnostics, high-end diagnostic equipment, implantable devices, and advanced intelligent rehabilitation aids. The district aims for an output value of 13 billion yuan by 2025 and 30 billion yuan by 2030, creating a smart manufacturing area for high-end medical devices in the Guangdong-Hong Kong-Macao Greater Bay Area (GBA).

The biopharmaceutical industry emphasizes the development of innovative chemical and biological medicines. Pingshan seeks to achieve an output value of 20 billion yuan for its biomedicine industry by 2025 and 50 billion yuan by 2030, aiming to form a core area for biopharmaceuticals in the GBA.

The new energy industry focuses on new energy equipment, battery materials, cell modules, and control systems. Pingshan aims for an output value of 70 billion yuan for the new energy industry by 2025 and 150 billion yuan by 2030, creating a global demonstration area for an integrated "photovoltaic, storage, ultra-charging, and vehicle network.

The smart terminal industry centers on smartphones, smart cockpits, and intelligent robots. The district targets an output value of 50 billion yuan for its smart terminal industry by 2025 and 100 billion yuan by 2030, creating a hub for high-end manufacturing and core components.

In the cell and gene industry, Pingshan has established an industrial chain system covering research, development and production, with a focus on immunotherapy, stem cell therapy, and gene therapy, to create an innovative development area for cell and gene industries.

For the low-altitude economy and aerospace industry, Pingshan has already established the land-and-air intelligent transport test base at the Bay Area Intelligent Connected Test Field. It will focus on low-altitude sensing systems, obstacle avoidance technology, flight control systems, lightweight materials, maintenance, and key aerospace components, creating an innovative cluster for the low-altitude economy and aerospace industries.

In recent years, Pingshan's cultural, sports, and tourism sector has shown significant growth, doubling its revenue annually. The district will focus on drama and film production, sports events, leisure resorts, and industrial tourism, establishing a demonstration area for the cultural, sports, and tourism industry.
